The French War Memorial is just 1.4 km (about 7-8 min of travel) away from the Puducherry railway station. As Pondicherry is a small city (which can be covered in about 30-40 minutes), there are no cabs available. While auto-rickshaws are available, they end up being quite expensive. The best way to commute within Pondicherry is to rent a car/bike.
